First aid to disaster victims, whether it’s man-made or natural, is organized under the almost universal system of mass-casualty incident (MCI) response. This is usually led by the emergency medical service (EMS) sector of the operational branch of the incident command system (ICS).[1][2] EMS activities in the operations include: triage, treatment, transportation and patient tracking (triage tags and destination records).



Disaster raises an urgent need for rapid assessment & response, and the surge capacity to swiftly aid the barely predictable influx of victims. The system is designed while expecting that the number of victims arebeyond the capacity of local healthcare facilities.



The medical operations work by setting a rescue chain that starts from the scene size up by EMS that includes ready transport to prepared hospitals. By prepared, it means that the hospital emergency preparedness plan is executed. Part of the plan includes cancellation of all planned elective surgery, and calling the hospital staffs (surgeons, nurses etc) that are usually not on duty-calls.[3]The EMS approach the scene with law enforcement and SAR/fire crew (if needed) to seize the scene in order to conduct search & rescue, first aid, setting advanced medical post (AMP).
