How is it that the averages person in punjab has more income than the average person in kerala but it lags behind in many other crucial areas? Explain with any five points?

Punjab is known for high growth of agriculture but kerla is known for human growth development. Despite having higher income then kerla, punjab lags behind in health and education facilities. This is bcz

1) income alone is not indicator of development it is material and for development one needs to include non materials like health and education too.

2) kerla ruled by communist government post independent. The government have high priority to equity and related social goals over time.
