How is land fixed in the village of Palampur??

Please someone help with the question..

75 % of people depend on farming. Land area in the village under cultivation is fixed. Since 1960 there has been no expansion in land area under cultivation. No further scope to increase farm production. Land is fixed for agriculture in the village.

In palampur there is no way that the land can be increased in village because of the increasing population there is a lot of pressure on the land. And due to increasing population the land is decreasing that's why land is fixed.
