Power can be shared among governments at different levels. A general government for the entire country and governments at provincial level. A general government for entire country is usually called federal government.In India, it is called Union or Central Government. The governments at the provincial level are called State governments.This is known as Federal Division of power. The constitution  clearly lays down the powers of different levels of government. There are many countries were there are no provincial governments
