There are two levels of government in India. One at the central level. and One at the state level. Thus power is given to central government in the matters that are expected to be common to all states and territories.  Power is given to states where local concerns, regional effects and culture plays more important role.

Central government looks after the country's defence services, All banks, RBI activities, market control, telecommunications, information technology,  Foreign affairs, transport like Airways, Railways, Home affairs, imports and exports, administration through Indian services etc.

The local government looks after local police, local administration, zilla parishads, local trade, agriculture, cultivation, irrigation, education, health, teaching, land ownership etc.

Both governments have a shared activity in education, forests, transport (roads), food distribution, property laws, family related laws and welfare schemes (reservation schemes).
