A union of states with a federal government at centre .However states cannot leave union at will that our union is irreversible!
The constitution also provides certain state and certain central as well some common subjects of governance.Police for instance is under state control but army,airforce etc andeven the border states cannot control bordering areas.
And if a state is under president rule than ofcourse all powers rest with president who is ofcourse advised by the cabinet at centre.
