Belgium is different from other countries because of the following reasons..
1. The constitution of belgium has made it compulsory for equal number of ministers from both the linguistic groups in the central government. Some decisions required the representation of both the groups.
2.The power of central government has been shared to state government and the state government is not subordinate to the central government.
3.Brussels had separate government where french accepted the representation of dutch as Dutch accepted equal representation at the central government.
