Classified on the basis of time? The time of its existence as in the date, or era, or the length of time it lasted? Ancient modern , in the bronze age, Renaissance period, or whatever? I don't know what you mean by classified on the basis of time. Maybe a comparison betwee societies as to how long each lasted? It is very difficult to make such comparisons because the changing of regimes snd the record keeping of each onemay greatly exaggerate the length of time it lasted and the things done to ofganize it. From the time of Nimrod after, there was not much in th way of civilized peoples.
The peoples native to the American continents when the European barbarians invadedis one major exception, but not all of those nations were civilized. There was one, the Iroquois Federation that existed for over 400 years before Columbus “discovered” America. The Iroquois had a constitutional government called the “Way of Peace” which was based on complete agreement rather than ratification. They did not have crime, police, nor jails.
The smarter of the European invaders were amazed, because such freedom was unknown in Europe. Europe’s exposure to these peoples changed their thinking of the world about governments. The famous political writers who published revolutionary thoughts did so after exposure to how the natives of the Americas lived. The freedom of the native peoples was most probably why the “settlers” called them “wild Indians.”
The first constitution of the US was patterned after the Iroquois constitution which, it itself has been lost because nobody was taught their written language, written in beads. They were civilized because they were non-violent as their way of life, and they established everything by agreement. And, they were probably one of the most civilized cultures in history, having hospitably welcomed the European barbarians and helped them to survive in the new land.
