it cannot be called so because since 1930 when Zimbabwe attained it's independence from the white minority rule it was rules by a party called ZANU-PF , the party which laid the independence. though Robert Mugabe was a popular leader but popular govt.can be non democratic and popular leaders can be autocratic....HOPE IT WILL HELP YOU.
