Given Diameter d = 420m
Then, radius r = (d/2) = (420/2) = 210m.
We know that perimeter of circle = 2 π r
= > 2 * (22/7) * (210)
= > (2 * 22 * 210)/7
= > 9240/7
= > 1320 m.
= > 1.32 km.
Now,
Given Speed = 3 km/hr.
We know that Time = Distance/Speed
= > 1.32/3
= > 0.44 hours
= > 0.44 * 60
= > 26.4 minutes.
= > 26 minutes 24 seconds

Actually, 26.4 minutes = 26 minutes and 24 seconds only!
but how
1 minute = 60 seconds. Then 0.4 minutes = 24 seconds!
