Each of 8kx4 is equivalent to 4kx8 because two 4 bit units shall be required for 8 bit data. If there is 64 K x 8 memory 16 units are theoretically required. A typical 8kx4 should can be accessed with 13 bit address bus, (2^13 =8 x1024 ) for accessing 4 bits data.
