oxygen is a non metal

non metals are electronegative

electronegative elements like oxygen tend to accept electrons

as they have high nuclear attraction between electrons and nucleus thats why they can easily accept electrons

and non metals form covalent compounds

since oxygens valency is 2,6 it accepts 2 electons to attain octet configuration

therefore oxygen forms double bonds between itself
