There would be 2 cells in series
let there be n parallel rows so the net resistance in each row is 6 ohm because resistance of each call is 3 ohm by
V=I so the net emf is 3 and the resistance in the circuit is 6/n (n=number of rows)
V=IR
3=1500×10^-3×6/n
2=6/n
n=3
