The arrangement was: (i) 292 members were elected through the Provincial Legislative Assemblies; (ii) 93 members represented the Indian Princely States; and (iii) 4 members represented the Chief Commissioners' Provinces. The total membership of the Assembly thus was to be 389.

The constitution of India was drafted by the constitution assembly and it was implemented under the cabinet mission plan on 16th May 1964 the members of constitution assembly were elected by the provincial assemblies buy a single, transferable Vote system of proportional representation.
