1:4 is 20% Vinegar and 80% water. If 35% is Vinegar water will be 65% i.e the new ratio becomes 7:13.
Now multiply by 13 in the first ratio and multiply by 4 in the 2nd ratio. To equate the quantity of water.
New 1st ratio- 13:52
New 2nd ratio- 28:52
Additional Vinegar=28-13=15L
