Solution :-

Water holded by tank = Volume of cylinder

We know that

[Volume of cylinder = πr²h]

⇒ Volume = 22/7 × (20)² × 28

⇒ Volume = 22 × 400 × 4

⇒ Volume = 22 × 1600

⇒ Volume = 35200 cm³

We know that

1 cm³ = 0.001 l

Now

⇒ Volume = 35200 × 0.001

⇒ Volume = 35.2 l

Therefore

Water holded by tank is 35.2 l
