so csa of cone=
$\pi \times r \times l \\ = 3.14 \times 16 \times 20 \\ = 1004.8$
so lenght of cloth
$1004.8 = l \times 1.4 \\ 1004.8 \div 1.4 = l \\ 717.7 = l$
