The solution is quite simple ..... 10 digits means 10 places(units, tens hundreds etc) ....
Let's start from the units place(the last digit of the number) ....
The units place can be filled with any number frm 0-9 including both.....
So there are "10"possibilities of filling the units place.....
Moving on to the tens place .....since repetition of digits is allowed the tens place also can be filled in the same way the units place was filled.....
Hence "10" possibilities for the tens place as well
Similarly the hundreds and the thousands place and the places following them up to the last but one place can be filled using the above mentioned technique.....
