There would be ten iterations of the unit 2, one for each of the ten ten digits from 0 to 9 (the 0s would be dropped, leaving just units digits).

In addition, there would be ten iterations of the tens 2, one for each units digit from 0 to 9.

This would include the combination 22, but since the 2 would be written twice there, there’s no need to reduce that to a single instance, the way you would if the question was “how many numbers include the digit 2 in the range.”

So 10+10=20 times.
