There were three types of village assemblies in the Chola scheme of administration - the ur, the sabhaand the nagaram. Among these, the common type of assembly was the ur. It existed in villages where the land was owned by all classes of people. The sabhawas a village assembly exclusively of brahmins. The members belonged to those villages where all the land was owned only by the people of the Brahmin caste. The nagaramwas an assembly of merchants and belonged to the localities where traders and merchants controlled the stakes. Land owning villagers were elected to the council by the way of voting. Hence, the councils were explicitly controlled by property owners.
