Now, we know that, any number will appear 20 times in 1 – 100 range.

Now let us consider range 101 – 200. In this range, any number will appear 20 times except 1, because hundreds place is 1.  

So now, in the range from 1 – 200, 5 will appear, 20 + 20 = 40 times.

Now, in the range 201 – 219, 5 appears only two times, (in 205 and 215).

So, in the range of 1 – 219, 5 appears 40 + 2 = 42 times.

Hence, 5 appears 42 times in 1 – 219 range.
