if the velocity of the wind is in pressure then the sediments are disposed because it act a pressure on the surface of sediment. similarly it also act by water

The velocity (speed) of wind or water affects the deposition of sediment. If the velocity of wind or water is high, it doesn't let the sediments settle at one place. So it increases the erosion.
