The strength of an electromagnet is determined by the number of turns and the current flowing through the turns of wire. A low current requires a small gauge wire and a high current requires a much larger gauge wire. we use the minimum size because the size wire is a factor in determining the physical size of the motor.

A small low power motor draws a low current an therefore is wound with a light gauge copper wire. A large motor with a high power output requires more current to produce that power. Higher power motor require a lager size copper conductor.

So to answer your question. The weight of the copper is determined by the size of the wire conductors and how many turns are required to produce the power needed.
