Lowest percentile which is required in the JEE Main 2019 (Jan) to just clear the cutoff for a general candidate is 85 as the competition is very high and the questions paper were also difficult.

Listen, percentile is not fixed to clear JEE
According to percentile you will get your AIR and if your rank is below the total number of seats you will be in.
For example if total number of seat is 10000
then topic must get AIR below 10000 to qualify for advanced.
But , in Intermediate you must get above 75% so that you can atleast give the exam.
