well, not exactly. he did not become the prime minister by selling tea, it was what he did when he was young to earn money as he lived in poverty. in a democratic county, anyone can become the ruler--------doesn't matter what gender, position, background, poverty, religion, literacy, you have. just being honest and a good citizen gains you all, and yes, enroll in some party.
