Abet means to encourage someone to do something wrong, especially a crime.
Many a times, what happens is that, while the founder and the primary team of an NGO maybe committed to the cause of the organization, other staff may not be. They may ask for bribes and other favours to get things done, encouraging these.
Religion makes a person believe that is okay to hate someone just because they are from a different religion. Communal riots and religious fanaticism are examples. Many a times, murders and rapes are 'sanctioned' because they were done for the cause of religion.
Government encourages wrongful behaviour by the way it functions. Indian judiciary system has at many times failed to bring rightful justice, either due to poorly exercised laws, delay or political corruption. This sends across a wrong message to the wrong-doers that it is okay and they will get away with their crime.
