For the plantation workers in Assam, freedom(Swaraj) meant the right to move in and out of the confined space in which they were enclosed.

Under the Inland Emigration Act, workers were not allowed to leave the tea gardens without getting prior permission from the authorities.

But, they were rarely given such permissions.

They wanted to work in lands in their own villages so that they could retain a link with their villages.

So, when they heard of the NCM, many workers defied their authorities and left the plantations . They believed Gandhi Raj was coming and they would be given land in their own villages.
