Cactus roots lie close to the surface of the ground, even a degraded soil, a desert, gets some rain and cactus can catch water from these rains. Cactus don`t have leaves to absorb water in fact they don`t need a lot water to survive. Their stems store the water from desert rains and help the plant survive
