The President of the Council of Ministers or sometimes Chairman or Prime Minister is the most senior member of the cabinet in the executive branch of government. Some Presidents of the Council of Ministers are the heads of government.

There shall be a Council of Ministers with the Prime Minister at the head to aid and advise the President who shall, in the exercise of his functions, act in accordance with such advice. The president may require the council of ministers to reconsider such advice and president shall act in accordance with such advice reconsidered.
