How rain affect social culture life in your community

This is an interesting question. I live in a town of 55k and it only rains about a dozen days a year.
I have also spent time in cities such as Portland and Seattle where it can rain 150 days a year.
Even with the lack of rain, people in my community do not leave their homes.
In Seattle, people do tend to get out and experience the city.
So I’m going to say that rain does not affect the socio-cultural life of a city.
