Because if resources can't be utilised then the resources don't have any importance in their existence. Since resource is defined as the material that is necessary for the survival of human living , then it must have any utility. On top of that, we the humans also transform the resources found in the nature to more usable form as per our requirement through various technologies. For example, Petroleum is utilised as a fuel in almost all the vehicles and it has become a necessary resource for human beings but if it had no utility then we would never had known petroleum as we know it today nor an we had used it to such an extent.
