Shivaliks are the lowest ranges of himalayas. They prevent the cold dry winds from central Asia to enter india and also don't allow monsoon winds to go beyond Indian boundaries and bring showers in ganga plains . Thus it prevents the weather of India to be very cold and becoming a dry desert
