IN physics we particularly believe in super symmetry so there is no special place, either all are assume to be special or none. Thus in order to deflect the time value you need a reference point in the space time, or else you won't be able to see the difference in time ... So what you choose which position ??.. you can't choose any position in the space time Because they are relatively same so time and space are same ! Certain objects due to high energy and gravitational can bend space time so effecting time but with respect to some other position in space ,for them the time value is the same !

Speed of Time is different at different places in interstellar space depending on the gravity around it. How can we possibly tell the age of universe?
The 'speed' of time is 'relative' to the observer (like the plug Albert?).
If you are in a spaceship travelling close to the speed of light, you would not notice anything untoward about the passage of time, it would seem (BE), quite normal to you.
If you were an observer watching the same spacecraft, time (for you, the observer), would also run quite normally, BUT, you would 'observe' that for the spaceman. he would be operating in 'slow-motion'.
So, the 'speed of time' does NOT vary by 'location' at all, only for the person (or indeed object - can of beans, old magazine, timex watch, or even atomic clock), experiencing the time at the same speed of that observer.
Probably the most definitive truth about the age of spacetime following the BB, is found from the Cosmic Microwave Background Radiation.
Before it was found, it had been predicted, and anticipated to be around 2.7 degrees kelvin. When it was finally discovered (by accident), and its temperature measured, it was proven to be exactly 2.7 degrees kelvin.
Working backwards from the fact that the radiation was 'microwave', it was extrapolated to have been a burst of light created by the formation of 'first matter' from the 'energy soup' resulting from the BB, around 13.7 Billion years ago.
and if your near the black hole the time will slow down.
