Ya it can act as time machine based on based what is your definition of time machine. The thing is we can see past with telescope because when we see large distance away say 200 light year light takes 200years to reach our place hence we are not seeing the present at that place but 200 back at that place. If u still don't understand take it this way if u place a mirror in some 1 light year away from earth and watch in it in some way what would u see???????
U will see Earth 2 year older because that way light take 2year to go from earth to mirror then back to earth.....
