Soil does have spaces in it which act as pockets that trap air that is essential for the survival of earthworms and other small animals living underground. However there is not enough oxygen in that little amount of air for higher animals to breathe. So they come out regularly to take oxygen from the atmosphere. Some burrowing animals have developed adaptations to live in such a low oxygen environment. For example, in case of Eastern mole, little oxygen present in there is enough for it to be able to breathe.
