Charge on a body is independent of the velocity of the body. Charge does not depend upon velocity. an accelerated charge particle emit electromagnetic radiation. However, with velocity a charged body emits magnetic field along with electric field.

A charge of a body is an independent unit which never depends on anything and a scaler quantity .It never depends upon velocity as velocity creates a magnetic field but chrge depends upon the acceleration which create both electric and magnetic field .As charge depends upon electricity it is independent of velocity.
