It's all the Sun's fault. Solar radiation drives the Ozone cycle, AKA the Chapman cycle, so named for the scientist, Sydney Chapman, who first described the chemistry involved in 1930.

Because so much solar radiation strikes the earth there, most ozone production occurs in the mesosphere near the Earth's equator. High energy ultraviolet radiation splits (photolyzes) an O2 molecule into 2O (two individual oxygen atoms). These free oxygen atoms quickly bond with an O2 oxygen molecule forming an O3 ozone molecule.

In the reverse Ozone-Oxygen cycle, ozone molecules absorb solar radiation in the UV-A through UV-B ranges till they are split and into O2 and O, with the free oxygen atom repeating the process above.

You get O2 + O = O3 + KE where KE represents kinetic energy driving molecular motion in the upper atmosphere. This molecular motion absorbs much of the Sun's damaging UV radiation, converting it to heat to warm the Earth.
