Conductors have free electrons on its surface which allows current to pass through. This is the reason why conductors are able to conduct electricity whereas the property which makes insulators different from conductors is its resistivity.
Metals are good conductors of electricity since the metallic bond gives rise to the free electrons where outer orbit electrons of metal atoms are shared by many adjacent atoms and they are loosely bound. In ionic bond two atoms compliment.
