Oxidation of ethanol gives aldehyde and then oxidation of aldehyde gives carboxylic acids.

Oxidation of secondary alcohol gives ketone.

Reaction :

CH3 CH2 OH + H2 Cr O4 + H2 SO4 ---------> CH3 CHO

Ethyl alcohol + Chromic acid + Sulfuric acid   ---------> Acetaldehyde

Further reaction and conversion of acetaldehyde to propanone is given in the image below.

Explanation step by step

Step 1: Ethanol reacts with PCl3 to give ethyl Chloride.

Step2: Ethyl Chloride reacts with KCN to give Propane nitrile.

Step3: propane nitrile reacts with NaNO2 in the presence of HCl and LiAl4 to give 1-propanol.

Step4: 1-Propanol reacts with KOH, it gives Propene.

Step5: Propene with water and heating gives 2-propanol.

Step6: on heating 2-propanol in the presence of Cu give Propanone as the Desired product.
