Indirect speech-:she said that she was going to Mumbai.

Explanation:

If the person reporting says in past like "he said" then the whole sentence should be in past except for universal truth.

And if the person reportin says in present then the sentence will remain unchanged example

He says,"she is going to Mumbai."

reported-He says that she is going to Mumbai.
