Step 1: Ethanol is treated with $PCl_5$ which acts as a chlorinating agent to give ethyl chloride.

Step 2 and 3: Ethyl chloride is treated with $KCN$ followed by complete hydrolysis to form propanoic acid.

Step 4: Propanoic acid is then converted into propanol , on reduction with$LiAlH_4$.

Step 5: Propanol on chlorination with $HCl$ with zinc chloride as catalyst gives out 1 chloro propane as desired.
