First react methanol with PCl3 or HCl. In case of HCl the H+ is gonna attack the OH to form water and give Chloromethane

Do either Wurtz ( With Na in dry ether) or Frankland reaction to get ethane ( use 2 moles of Chloromethane)

Reaction of ethane with cl2 in sunlight (hv) will give chloroethane

Chloroethane on reaction with aq. KOH gives ethanol
