Propanoic acid can be reduced by using BH3 to form propanol. LiAlH4 will not be prefered even though it is a strong reducing agent because of the acid hydrogen in the carboxylic acid. This reacts with LiAlH4 producing H2. So to avoid this we use BH3.
Once we have propanol we can chlorinate it by using PCl5 as mention in the other answers and then dehalogenate it by using alc KOH ..and then again use H2/Pd to hydrogenate your alkene to form propane..
Just note the BH3 is specially used to reduce carboxylic acids.
