How to create awareness about government schemes?

The newly appointed minister of social welfare, women and child development, Annapurna Devi, has less than a year and a half to address the contentious issues, especially in rural areas, like malnutrition, child marriage, child labour and trafficking. But the otherwise soft-spoken minister is taking the challenge head-on and promises to plug the loopholes with focus on major issues. In a conversation with Kelly Kislaya, Annapurna Devi talks about ways to prevent crime against women and government road map in rural areas.
With only one-and-a-half-year of the new government, what are you planning to do for the welfare of people?
My first aim is to make people aware of various government schemes. There are many beneficial schemes but people, especially those living in the back of beyond, are not aware of these and cannot avail of any benefits. A government scheme will not be successful unless people are benefited.
Violence against women is increasing but the women's policy (the draft of which was made in 2006 by the Arjun Munda-led government) is still in pipeline for more than a year (the Munda government announced to implement it last year). When will it be approved?
I agree that women are facing many problems. I have already got the draft and I will make sure that it's passed soon.
In the last few months, rape cases have increased in the state. What, according to you, is the solution to the problem?
I agree that of late, there have been many cases. Despite the vast media coverage, such cases are increasing every day. The only solution to the problem is a change in the mentality of society.
Trafficking is a major issue in Jharkhand. What is the government doing to regulate the problem?
We will identify the rescued girls and rehabilitate them. We will help them in skill development for employment generation. We are also planning to start a state level helpline for women.
But the number of rehabilitation centres in the state is not enough. There are only three centres under the central Swaraj scheme and none under the Ujjwala scheme.
We have Kasturba Gandhi Balika Vidyalayas across the state to rehabilitate girls who has witnessed trauma. We have already applied for rehabilitation homes under Ujjwala and Swaraj schemes and are waiting for the approval of the planning commission. Our target is to get these plans approved by the Government of India as soon as possible.
Malnutrition is another big problem with 56.5% children under the age of five years malnourished. What is the plan formulated by government to deal with the problem?
Our latest programme is to start a panchayat sabha in all the panchayats of Jharkhand from first week of September to make people aware of malnutrition and how to deal with it. Also we have the anganwari centres to provide 'poshahar'(nutritious meal) to the expecting mothers and small children.
The funds given to anganwari centres for providing poshahar is very less. Is the government taking any step to increase the funds?
The fund is decided by the central government. We are continuously talking to the Centre to make the funds available at par with markets.
The condition of child welfare committees and juvenile justice boards in the state is very poor. Either they are not formed or their term has got over. What is being done?
The recruitment process is on for both CWC and JJ board. Very soon they will be started.
The condition of the State Commission for Protection of Child Rights is also not very good as told by the members themselves...
Whenever something starts it takes time to be properly established. SCPCR has been given an office, post creation has been done and funds have already been given. We can expect the condition to be much better by next year.
