Explanation:

1) Individual effort: it is the responsibility of every citizen to make himself qualified and skilled for employment through education and skill development.

2) Those who can afford education expenses, have to bear the expenses themselves.

3) Government has to provide free education to the poor people.

4) After education is complete, educated persons can seek jobs or employ themselves through self-employment. Through self-employment, they will not only employ themselves, but also create jobs for others.

5) We have to be ready to do all types of works if good jobs are not available or if we are not competitive.

6) Our education has to empower our students to create their own employment and not just rely on Govt jobs.

7) We have many problems in our country. Every problem means that there is scope of employment by solving those problems. This attitude will create employment or self-employment.

8) There will be Govt jobs which will be filled up through competition. But it can fulfil only a part of our total job requirement. Most jobs has to be created in private sector which requires entrepreneurship. Management schools should teach entrepreneurship to students so that they can create business.

9) For those who are totally unemployed, unemployment allowance has to be given or there can be employment guarantee schemes.

10) No one should be allowed to starve but no one should be idle also. Unemployment allowance should not be a substitute for employment but a temporary arrangement.

11) Govt should reduce income disparity between the rich and the poor.

12) There should be dignity of labour.

13) Excess labour in agricultural sector should shift to non-agricultural sectors.

14) Economic planning and budget must facilitate employment generation without compromising on competitiveness. Because if we become uncompetitive, we will lose in international market.

15) Govt can give easy loans for new business to unemployed youth.
