Before answering the question, let us understand why we define the viscous force between two layers of a fluid. We can't actually differentiate between the various layers of the liquid but still we define taking two layers of liquid.

Actually it's an assumption to find the physical properties of the fluid. Just to know how hard it is to make it flow on the ground, how resistive it is to allow a small object to fall through it.

More the resistive force more the viscosity, this resistive force arises due to many factors like, it may occur due to chemical bonding between the molecules of the fluid. In water cohesiveness is mainly due to 'Hydrogen Bonding'. Temperature of the fluid : More the temperature of the liquid less the viscosity.
