its easy see if the decimal is 3.456 then the fractional form for it is 3456/1000 because of 3 zeros the decimal point has been extended after 3 decimal digits.

Steps:
1. First the right most digit after the decimal should not be zero.
Note :If it is zero remove it.
2. Remove the decimal and write the Number without decimal
Now Divide the number with 10^x , here x indicates the number of digits after decimal in the digit .
You will get the digit in p/q form .
Example ;
43.210
it will become
step 1:- Remove the zero because it is the last digit after decimal
43 .21
step2:
4321/ 10^2
4321/100
which is in the form of p/q
