the atomic number is equal to the number of protons. and if there is no charge mentioned then the number of electrons are equal to the number of protons. it it is containing negative charge then add that charge number to the number of protons and here you get number of electrons in an anion. if there is positive charge just subtract that charge number from the number of protons and you will get number of electrons in a cation.

example:

Na neutral atom has atomic number = 11

so number of protons are 11 and same the number of electrons also.

Na+ has 11 protons

and number of electrons = 11-1 = 10.

similarly, for F it is 9 protons and electrons.

for F- it is 9 protons but 9+1=10 electrons.
