One easy approach is to take weighted averages.

Suppose the two given rational numbers are x and y.

Then if a and b are any two rational numbers, the number ax + by is rational, too.  Furthermore, if a+b=1 then ax+by lies between x and y.

So taking a = 1/2 and b = 1/2 will give one answer.

Also, a = 2/3 and b = 1/3 will give another one.  And so on.
