According to the my thinking, Ammonia in the dry state has no hydroxyl ions. On dissolving in water, it forms ammonium hydroxide which dissociates to give ammonia ions and hydroxyl ions. By using the litmus paper test we get difference between them. As a result, the solution becomes basic and turns red litmus paper into blue litmus paper.

One of their major differences is that ammonia does not have water content while ammonium hydroxide has water. Ammonium hydroxide has water that is why the other terms for it is ammonia with water, ammonia liquor etc. This means ammonium hydroxide is an ammonia solution with water content.
